C/COL MARIEL CIPRIANO 1CL, the WING COMMANDER of the 736th Department of Military Science and Tactics, Ramon Magsaysay Memorial Colleges, PAFROTC, is one of the delegates of AFP ROTC-CULP 2024, together with 5 ROTC Cadets from different institutions in the Philippines.

The Deputy Chief of Staff for Reservist and Retiree Affairs, J9, in their capacity as Head of Delegation and Mission, effectively oversaw the execution of the ROTC-CULP 2024, in partnership with the Hawaii National Guard and University of Hawaii ROTC Unit, during the Spring Training Field Training Exercise held from April 18–21, 2024, at the University of Hawaii and Waimanalo Readiness Training Institute in Honolulu, Hawaii. The revival of ROTC-CULP occurred following a five-year hiatus in 2018, which was prolonged due to restrictions imposed by the COVID-19 pandemic.

During the mission, significant events took place over two days. On Day 1, AFP ROTC-CULP delegates arrived in Honolulu, Hawaii, and were welcomed by the AFP liaison, assistant liaison officers, and COL CESAR PUDIQUET US Army from the Hawaii National Guard. They also conducted a protocol courtesy call to the Office of the Philippine Consulate, with Assistant Consul Pamela Durian Bailon as the host. On Day 2, AFP ROTC cadets and escort officers attended an initial briefing and incorporation session at the University of Hawaii, completing final equipment checks before proceeding with their activities.

The activity was overseen by LTC JERROD MELANDER, Professor of Military Science, and MAJ VALENTINE ROBERTS, from the Department of Science and Tactics. On the morning of April 18, 2024, the AFP ROTC-CULP Delegates visited the Headquarters of the Hawaii National Guard and were received by BGEN WALTER R ROSS JR, Director from Joint Staff, Hawaii National Guard. 

Days 3-5 involved the integration of AFP ROTC Cadets into the University of Hawaii ROTC Unit Spring Field Training Exercise, commencing at 0400 on April 19, 2024. The AFP Delegates to the ROTC-CULP returned to the Philippines after successful completion of the mission.
